Senate Bill 12-Annual Notification of Health Services and Parental Consent Rights

(August 2025)

Senate Bill 12 of the 89th legislature in Texas, also known as the "parental rights bill", focuses on several key areas, including parental notification and consent regarding student health and well-being. Premont ISD is providing notice of Health Related Services including a list of PHYSICAL and MENTAL health services provided and offered at school.

 

Dear Parents and Guardians, 

In accordance with Texas Senate Bill 12, Premont ISD is providing this annual notice to inform you of the health-related services available to students at your child’s campus during the upcoming school year. These services may include (but are not limited to):
● Campus-based PHYSICAL health related services and education
● Health Screenings (Vision, Hearing, Acanthosis Nigricans, Spinal)
● Campus-based MENTAL health related services and education 

As a parent or guardian, you have the right to withhold consent for these services.

 If you choose to withhold consent (opt out) of campus-based PHYSICAL health related services and your child becomes ill or sustains an injury during the school day, the campus nurse will not be permitted to assess or provide care-except in cases of a life-threatening emergency. 

  • For minor injuries, parent/guardian will be contacted to determine if the student can return to class or must be picked up in order for parent/guardian to provide care. 
  • For suspected illness, parent/guardian will be contacted and the student MUST be picked up in a timely manner. 


If you choose to withhold consent (opt out) of campus-based MENTAL health related services and your child needs mental health first-aid care and crisis intervention, the campus counselor, nurse or any other staff will not be permitted to speak with your child to ensure emotional stabilization except in cases of a life-threatening emergency, threat of harm to self, or threat of harm to others.

PHYSICAL Health-Related Services


  • Physical assessments

  • Acute and emergency care for illness and injury

  • Administering Prescription Medication (with medication consent form signed by parent)

  • State mandated health screenings (vision, hearing, spinal, acanthosis nigricans)

  • Health Education teaching as per TEA guidelines

  • Immunization record oversite and compliance review

MENTAL Health-Related Services


  • Individual needs assessments
  • Check-ins with School Counselor (not related to academics)

Guidance lessons to include:

  • Social Emotional Curriculum 
  • Pre-screenings prior to guidance lessons

  • Lessons on suicide prevention, drug prevention, bullying prevention, domestic violence prevention, child-abuse prevention

  • Columbia Scale suicidal ideation screening (if indicated)

  • Mental Health Education and promotion

  • Referrals to mental health support programs
